In terms of more specific responses to modern slavery, India has criminalised most forms of modern slavery, including trafficking, slavery, forced labour, child prostitution and forced marriage, as part of its penal code or under specific legislation. However, there is no distinction drawn under the existing trafficking legislation between human trafficking and sex work which makes interpretation of results difficult. There is also no current legislation covering the use of children in armed conflict. [89]

Responsibility for the national government s response is divided between three ministries: Ministry of Labour, Ministry of Home Affairs, and Ministry of Women and Child Development. While each agency has different mandates and areas to cover, the absence of strong, continuing coordination across these agencies had led to a fragmented and complex response to modern slavery.
